International student with 2180 SAT, I got the “to say I was impressed would be an understatement” one

Got the same email. 2300 SAT and 4.38 GPA 
Is there any truth to the rumor that those receiving the likely emails will hear this week about acceptance and aid?
Based on the last couple of years and last fall’s ED/EA pattern it is possible. But Northeastern is closed today due to the snow storm so that may delay things if in fact decisions were scheduled to come out.

I got the email that stated, “…would be an understatement.” However, I do not have high stats, according to CC. I have a 2010 SAT and 4.2 W GPA. I do believe that I have a solid ECs and an impeccable story that is voiced in my common app. Is it possible that the email is simply a note of encouragement, or is it certainly a likely admissions letter? Thanks.
I got the letter saying “… say I was impressed would be an understatement.” and I know my test scores and GPA are not way above the average of NEU like most of the people that posted here, however, I have a huge number of extracurriculars and what I think to be a solid common app essay. Could it be that I have received this based off of my overall outlook rather than my just my academic performance?
