Appealing to UC

I have been waitlisted to UC Riverside and rejected to UC Irvine. I really want to go to UC Irvine. Am I able to appeal to UCI, or can I only appeal to colleges that I have been waitlisted to? Am I able to appeal to both the colleges?
I know that I need new significant information to appeal and I am going to give it a shot.

To appeal, do I have to physically mail a letter to the college? And how do I send in my transcript? All of this in one package?

In my appeal, I plan to discuss a struggle that led to my poor academic performance, but I also talked about this struggle in one of my personal statements. So would this not be new and compelling information?

@mikemac I did google that and I read a lot of different documents and articles referring to it. I just wanted someone to confirm everything for me. Thanks though.

Can I appeal to a college that I am completely rejected to or only to a college that I am waitlisted to?

Both.
But appeal is barely successful.

Once they reject, it’s pretty hard to overturn their decision since they have so many students that they have on a waitlist to select. They may not want to hear another sob story. Additionally, if you are international and you were rejected, they know that they have rejected a full pay student.

I really am doubtful that an appeal has any point if you are not a CA student with new data to submit.

No one wants to admit a struggling student.

If you can clearly and concisely demonstrate that you have overcome your struggle, and if you can give evidence (testimonial from a teacher, or, better, updated grades post-struggle) that show the performance of which you are capable in the absence of the struggle (which you have surmounted), AND you can clearly and concisely package that to tell a compelling story, you may wish to appeal at both places.

If you have a muddy or squishy presentation package that alludes to some excuse, or ongoing struggle, that may land you in Student Health before you ultimately drop out, you may have better things to do with your time than to file an appeal.

You need quantitative (or at least authoritative testimonial) proof that you are in no way a risk, you have surmounted all obstacles, and you can prove that your poor performance, in the past, can be attributed to this thing that has conclusively been overcome.

This is why very few appeals are granted- very few can meet this level of ‘new information’.
