Application fee waiver for international student?

The website says:
"If payment of the application fee would cause unusual financial hardship for you or your family, you may be eligible for a waiver of the application fee. To request a waiver of the fee, send a letter of explanation and one of the following supporting documents: a copy of your parents' 2008 federal income tax return, or a College Board Request for Waiver of the Application Fee signed by your counselor, to:

Dartmouth College

Hanover, NH 03755

If you reside outside the U.S. and Canada and you are not a U.S. citizen, you must provide a copy of the Foreign Student Financial Aid Application with your letter. This form is available from the College Board or the Admissions Office."

I'm planning to use a fee waiver for Dartmouth. but since i'm an international student, i'm not qualified for the College Board Request for Waiver and there's no income tax return in my country either. Has anyone been in this situation? What did you do? or should i just send the explanation letter from my counselor only?

You appear to have answered your own question.

I can’t help but wonder: if paying the fee is an “undue hardship” for your family, how are you going to afford to travel?

I saw that already, what confuses me is whether international students must send all the other documents (tax return and CB…) to get a fee waiver.

And i’m applying for financial aid. My family’s annual income is around $3500, so if i apply for, say, 10 colleges, the application fee is really a big deal.

It seems clear that they simply want the letter plus the specified form for international students. Even for domestic students, it clearly says they want the income tax form OR the College Board form.

You really should email the admissions office directly if you are in doubt.
