<p>well, i sent my RD an update about myself on march 14th, and she replied back on the 15th saying that she would add it to my folder, so im assuming that they were still making decisions at that point. but that was 10-11 days ago. so yea, id say its safe to say they finished with decisions possibly around 5-7 days ago, and are now working on fin aid packages for admitted/waitlisted students (if waitlisted students do in fact get fin aid packages made for them at this time).</p>
<p>I am a int'l, so even if made to the final round they would reject me after seeing my financial condition. That's what i am worried about(:()</p>

Not sure about Penn, but at other schools, a list is made of all eligible Int'ls. Then their financial info is checked and based on the resources universities has, final decisions are made.

I am curious what does finalizing means? Do They only finalize decision from the admit pile? Or are applications from rejected pile also looked.</p>
