how hard is it to take classes outside your major (specifically photography). i got vibes that they were very photo intense, but are there opportunities to do other things too?

i heard that they don't allow you studying anything that isn't in your major's program, or something like that, but i'm not sure

You can, but it's going to cost a small fortune to do so. I had inquired about the Critical and Visual Studies program which I think is the closest SVA has to an interdiscplinary type major. You can take classes across discplines, other than that, you will be pretty much working within the confines of your major, at least that is the way I understood it. That is also not taking time in to consideration, depending on what you choose to major in, there may not be enough room for anything extra.
