Background matters?

I was just wondering does your background impact your chances of getting into a university or college? Let's take Stanford. If someone is applying from the mountains of Alaska, does it help their chances of getting into Stanford in comparison to someone who is appyling from Belair? Do colleges and universities take into account your geographical background?
Also, what about your financial background? Let's say you have above average grades and are from a small town with a mediocore school and terrible financial background. Would colleges take that into account when comparing you application with someone from a rich family and education from a prep school?
Thank-you for you insights. I was curious because I had heard that it does impact your application and your chances.

Yes .
