Berkeley's courses requirements? (not IGETC)

Hi, guys. I am an incoming sophomore planning to transfer to Cal next Fall. But I am quite confused by their courses requirements.
My major is computer science and I want to apply for College of L&S (since its relatively high acceptance rate). Here is what assis.org said:

By the end of the spring term preceding fall enrollment at Berkeley,
you must complete either:

1) The L&S Requirements in Reading & Composition, Quantitative Reasoning, and
Foreign Language; OR
2) IGETC

In addition:
- Complete as many lower division major requirements (see below) as possible
before transfer.
- This major may require specific coursework be completed prior to transfer.

In general:
- completion of L&S Requirements (or IGETC), plus
- strength of academic preparation, and
- grade point average
are the primary selection criteria for admission.

Since I am going to finish the requirements of College L&S not IGETC, I don't really get what exactly do I need to do. The requirements on the L&S websites are

Reading and Composition
Quantitative Reasoning
Foreign Language
Seven-Course Breadth Requirement:
Arts and Literature
Biological Science
Historical Studies
International Studies
Philosophy and Values Historical Studies
Physical Science
Social and Behavioral Sciences

but on assist.org the requirements are The L&S Requirements in Reading & Composition, Quantitative Reasoning, and Foreign Language. So my question is do I have to finish the seven-course breadth requirement? Or just Reading and Composition, Quantitative Reasoning and Foreign Language? In my own plan, I will not be able to get the seven-courses breadth requirement done by the end of next spring. But I will finish all my major prerequisites including the recommended courses. Actually I am more suitable for and interested in Engineering and the classes I have taken as well as I am planning to take are almost all science classes which are not required by College of L&S. Physics series, Astronomy and tons of math classes (i LOVE MATH and CS). So basically I can fulfill ALL the requirements for College of Eng.

So....Please...can anyone give me some advice? College of Eng or L&S?
Eng: abysmal acceptance rate. L&S: may not get all requirements done. And I want Cal so badly even once dreamed of wearing Cal's hoodie walking on the street! Which should I apply for? Which way is more likely to get in? Any input is appreciated! THANKS!

bummmmp…

The seven-course requirement is NOT required for transfer admission, though completing it will no doubt help. You only need to finish the R&C, QR, and FL requirements.

Thank you so much!!!

So after reading this I took a look at assist, for myself, and for the IGETC I only need 1 foreign language course. A single 4 semester unit elementary language class. While for the L&S it says the requirement is requires the single 4 semester unit elementary language class as well as the proceeding 4 semester unit intermediate level language course.

Would taking both classes have some sort of greater benefit for me come admission time? If I do take the intermediate class would it be possible to take that P/NP?
