My kid is in year 2 at CC, working towards transferring to UC in Econ or Business. Kid wants to attend UCLA first choice. Kid has 4.0 thus far, and has taken 100% of the Major Requirement classes before starting year 2; also is in Transfer Honors program and TAG(?). Is now taking required Gen Ed. Wants to WITHDRAW from one class for fear will not get an A. The biggest challenge is recent relationaship breakup that has impacted focus.
Is it better to have a B in a Gen Ed class or a W? Can always go back and retake that class if needed (it is a speech class).
Also just started application process for a few CSU’s as safety options, and is getting started with UC apps as well.
I would suggest you post in the UC transfer forum. One B will not be the reason for a rejection and UC’s do not care about a W. If he drops, does he plan to take the required GE next semester?

UCLA has a program that gives preference in admission to Letters & Science called TAP. Is this the one you meant by TAG? Not all CC offer it. You can see details at https://www.admission.ucla.edu/prospect/Adm_tr/ADM_CCO/tap.htm
Also few UCs offer a full business degree. UCLA has business economics, not quite the same thing.
Given the gpa the kid should look into TAG which will guarantee admission at a participating UC. There is no requirement to enroll if you use TAG so no reason not to add a guaranteed UC admission in addition to the CSU campus applications.
