From Website:
College Tuition Fee Waivers for Veterans’ Dependents
Waiver of mandatory system-wide tuition and fees at any State of California Community College, California State University or University of California campus.

Does this mean that Veterans’ Dependents get a full-ride(tuition) to UCs?

What does a “waiver of mandatory system-wide tutition and fees” mean?

Looks like dependents of disabled vets or survivors.

I know that, but what do you think it means as far as money goes?
My dad is a retired vet with 80% disability and I am trying to find a good financial safety (CA resident).

In the write-up, they use the word may in some instances. The other thing is that for the benefits, you have to have an income below the poverty level, which is pretty low( I do not know that income level).

Having said that, there are scholarships available for children of disabled veterans. Do a Google search. Those scholarships can be used anywhere.

Keep looking around. Also, I know that some of my community college students have been able to tap into their parents’ veteran’s benefits if their parents served since September of 2001 (so my kids are not eligible because my hubby retired in October of 2001, which was not enough service time after).

Most schools have a Veterans Affairs office. Google “[your school] veterans affairs” and get in touch with a VA counselor - he or she would be able to assess your situation better than anyone else can.
