I’m confused on the California promise program, when exactly do they send you the application or invitation to the program?

If you mean the programs to help students graduate in 4 years (frosh entry) or 2 years (transfer entry with AA-T/AS-T suitable for your major) at a CSU campus, go to the CSU campus from The California Promise Program | CSU to find out more about it at the specific CSU campus.

I checked CPP’s and they said they would send an email if eligible and I am eligible. So I was wondering when they send that email out.
