Can I apply EA to other schools?

As long as it’s not REA (Restrictive Early Action) you’re fine.
Dartmouth allows you to apply EA elsewhere. However, you need to check the particular EA colleges you are considering because single choice early action colleges like Harvard prohibit you from applying ED or EA elsewhere and some other EA colleges like Georgetown prohibit you from applying ED elsewhere.
"Early Decision applicants are required to sign the Common Application’s Early Decision Agreement, which commits the applicant to enroll at Dartmouth if admitted. In other words, the agreement is binding.
Applicants may apply to other schools through non-restricted and non-binding application processes, but are prohibited from submitting binding early applications to other colleges. If admitted early to Dartmouth and another school, the applicant will be expected to enroll at Dartmouth and decline any other offer of admission.
Applicants admitted early to Dartmouth are required to withdraw any pending applications to other schools and may not initiate any new applications to other schools."

And like @drusba says, check the other colleges and see what they say.
You need to read the fine print of the EA and ED requirements of every school you apply to under such a program. If anything remains unclear to you, call the college admission office for clarification. There is no shortcut.
