I can speak in 4 languages ( I am still learning the 4th language). Can I put tht in my EC? However, I am not fluent in the 4th language, but I can manage simple sentences. I cant write in that language though.

You can put your study of a language into your EC list. Many applications also ask specifically about languages in which you are fluent. And if nothing else, you can put those languages in the Additional Info sections of the Common App, many other apps or supplements. ("Fluent in Japanese, Hindi and Spanish")

Well, just speaking 3/4 languages does not count as an EC. Studying three languages, however, does.

Ok. I am learning the 4th language on my own. But I cannot write in the language. Does tht count in EC?

I agree with Chedva's suggestion to put your self-study of languages in the additional information box.

If you are learning the other languages through activities outside of your high school courses, it would count. This includes: taking summer courses; being an exchange student; studying on your own. You don't need to be able to write in the language to have it count.

It would not include being raised in a home that is nonEnglish speaking.

Since languages appear to be a big interest of yours, you may wish to write your essay about why languages are your passion.
