I recently applied to the University of Michigan early action, but I applied super last minute and my essays are awful. I chose to apply early action because I thought it would boost my chances of getting in, but now that I think about it I think I would have a better shot at getting in if I waited for regular decision and applied with better essays. I am also retaking the ACT so hopefully by then I will have a higher score. I regret applying early and I want to apply regular decision, but will Michigan allow me to retract the application I have already sent in and reapply in February in the regular decision pool?

Yes, only the school can tell you. But my observation from others in the position in the past are that you should be able to. It would have been easier before the 11/15 deadline, so call and ask ASAP.
You can always withdraw your application, redo your essays, retake the ACT, and submit regular decision.
Are you sure? Does this apply to other universities? How do you know?
