I am applying to the Political Science major of the Social Sciences school at Rice. If I am admitted, will I be able to take classes offered by other schools at Rice and by other majors at the Social Sciences school ?

Yes. The schools at Rice don't really matter at all. Once you're admitted to Rice, you can transfer freely between the schools (which nobody really recognize; it's more of a convenient way of organizing things from an administrative standpoint). The exceptions are the music and architecture schools, which have their own admissions processes.

I applied to the school of natural sciences thinking that I wanted to be a physics major; now I'm a Poli Sci/English double major. There was no special application process to go between the "schools." The academic freedom was one of the things that really attracted me to Rice; I wasn't sure what I wanted to study, and I didn't want to get locked in to science/engineering or social sciences/humanities. I actually have a friend who transferred from UT to Rice because it was easier to transfer universities than to transfer schools within UT (a bit of an exaggeration, but at least partially true).

...and even so, there are still music and architecture courses that you can take. Pretty much the only major things that are ruled out for you are the majors orchestras (there's a non-majors orchestra that you can join), private lessons with the music faculty, and the core architecture classes like studio and whatnot.
