--by deposit on tuition, I mean making an enrollment decision. Daughter was accepted to UIUC. She wanted to still wait for other colleges' answers to her applications, but she wanted to make sure she got in the q for certain housing due to a medical condition.

For university housing, you cannot apply for housing and make deposit without first accepting admission; for private certified housing you can. (Note, there is no deposit for tuition.) However, there is no q for housing anymore. Putting in your housing application before someone else does not mean you will have housing priority for your choice of dorm over that other person. Housing applications, after they are in in May, are now randomly ordered by computer at that time and then assigned according to requests made. The exception is for true medical conditions and those get priority assignment as a group after they are in in in May.
