Hi, I was wondering, If a person wants to do pre-med, can he do it in a regular city or state university without being in a special honors program in the university?

Yes. Pre-med is not a "major" or a "program", it's just a series of courses. If the "regular" university has these courses, you're fine.

post state and city university has the course for pre-med availbale right?

Is that a particular school? If so, check their website for the courses. I'm not sure what medical schools now require, but it used to be bio, physics, chem, organic chem, maybe biochem and calculus I. The school's website should also have a section about career and graduate school counseling; you should be able to find the important information there.
