It's not completely useless, some colleges will accept it for credit. Cancelling it will let the colleges know you failed anyway. Also, you self-report your scores on college applications...just leave it out if you want, that way it won't affect admissions decisions with its quality.

Cancelling it is basically a big circle that will do nothing, you're paying money to do something you can do yourself, and once you pay the money you can't use it for what it can be used for.

You should not retake anything again, because you are almost ceratainly going to get a worse grade. I just finished cancelling one of my AP test scores, and it went well. Even the service personel could not ocate the grade in their databases (there is absolutely no trace of it, like I never took the test in the first place) and both my average and the quality of the scores shot upwards significantly. I understand that some migh consider it stupid to cancell a passing score, but if it portrays you in the way you are not really are, does not show your knowledge in the subject, or just totaly ruins you average and consistency cancel it and forget it forever. But the decision is totally up to you, and only you can evaluate YOUR situation the best. Just go with your intuition!

A 3 is a passing grade. You don't really know which college you're going to get accepted to. It might count for credit, so I wouldn't cancel it.
