3.5 GPA unweighted, 4.0 GPA weighted (My counselor said that it’s weighted GPA that matters, which confused me)

For Senior year I’m taking:
AP English, AP US, AP Environmental, AP Physics 1
ECs:
-50 hours of volunteering at an animal shelter
-Published a research paper at Harvard med; getting it presented at a conference
-Wrote an essay for Teenink. Essay was published in their magazine. Also got featured on their magazine 6 months in a row.
-Member of student government
Next summer I’m going to Africa for a medical internship. I’m then doing more research at a Korean university and plan on competing in Siemens competition as a leader.

For these colleges I would try to get at least a 1500/1600 on the SAT two part. Cornell and hopkins don’t give much weight to the writing section. GPA is great, but still rather low for these schools and of the quality that they are. Definiteley add some safeties, because these schools are reaches for almost everyone.
All three are reaches. Your GPA is low for top schools, and your SAT doesn’t make up for it.
When you say “Tufts legacy,” is it a parent and is it legacy plus donor or just regular legacy as that can make a difference? These schools are reaches for everyone, even students with straight As and high 2300s but legacy helps in some cases.
Your ECs are certainly impressive but for all your accomplishments admissions is going to expect to see a matching GPA and SAT score. Not sure exactly what your counselor meant because usually admissions will take your unweighted GPA and weigh it on their own scale, which differs from school to school.
