I wouldn’t say that you’re a “mediocre student”-- you have a pretty decent shot. I am an incoming student at Binghamton University for the fall of 2017 and I was accepted with a 3.3 unweighted GPA, 3.7 weighted GPA, and 29 ACT for Harpur. I am also a NY resident.

The only problem that might be noticed here is your lack of volunteer hours. I suggest finding ways to change this this summer if you will be applying this fall.

Your ACT is above the 75% percentile, which is very good for Binghamton University and should compensate for your GPA.

This should place you around the middle of the general pool of applicants; I was there too.
