Currently attending LSU, but I am not considered an in-state student
3.5 GPA-overall
4.0 GPA-major
I expect a 4.0 for this semester which should raise GPA to 3.6
I am an anthropology major
expecting 68 credits at the end of my sophomore year

I do have one Withdrawl from my first semester freshman year-the class was chemistry for chem majors (which I was not at the time, they didnt have space in the 1001 chem class)
How badly will this hurt my chances?

I have been unable to do as much volunteer work as I would have liked due to illness. I do plan to volunteer fulltime at the local animal shelter, join the anthropology society and volunteer club this spring semester.

Well, I don’t know much about how many transfers they have room for this year, but your record certainly seems solid. In state vs. OOS doesn’t matter for Tulane, btw. The withdrawal shouldn’t matter at all, especially since it is outside your major. Good luck!

Tulane requires that you complete at least 60 credit hours while at Tulane - with 68 already under your belt that would put you ahead of the typical Tulane graduation (120 hours required) so you may want to consider if transferring to Tulane will put you behind in graduating on time.

I don’t see why it would put him behind. If he takes the normal 15 hours a semester he will have the 60 hours at Tulane in 2 years, 128 hours total (assuming they accept all his hours). There is nothing saying you cannot take more than 120 hours. Most double majors end up with more than that, and getting two degrees actually requires 150 hours. Not many do that, I bet.
