All the Cal states use the Eligibility index to rank applicants by major. They then accept from the highest down until all spots are filled. Local applicants due get priority.

An EI of of 3900+ SAT or 950+ ACT makes you a competitive applicant. Much depends upon intended major and the competitiveness of each year’s applicant pool.
I would say that you have a very good chance based on posted stats.

You have a very competitive ACT but your GPA may be an issue. I think you have a decent chance at CSULB, but I would apply broadly so you have more options. I would also look into Cal State Fullerton’s direct admit nursing program.
