I am a junior and want to go to U of M COE.
I am in state and go to a very underperforming and underpaid public school in MI. Average act was 18. We still have like 6-7 kids go each year though with scores much lower than michigan’s average.

I’d say you are exactly what Michigan is looking for in their outreach programs. Your excellent SAT scores, particularly in math, show you are well qualified for CoE even attending the below average HS. You should speak to your guidance counselor and Michigan admissions about the HAIL scholarships, and the bridge program (summer prep in Ann Arbor before start of classes) . A HAIL scholarship pretty much means guaranteed admission. Apply EA too. I’d be very surprised if you are not admitted in December in the first round.
You definitely have excellent chances at gaining admission to U of M. Make your essays powerful, and talk about your life story and the struggles that you’ve gone through. Admissions officers want to get to know you, and personal circumstances are given very strong consideration.
