Also, would you recalculated your uwGPA in 4.0 max scale without subgrades (+/-). Your GPA is likely an issue.

What is your unweighted GPA? Use the Michigan scale (A=4, B=3 etc, ignore ±)

I am OOS and my unweighted GPA is a 3.83.

Your test score is around admission average, but your GPA is below. Applying to CoE from OOS would be a reach for you with chance likely below the ~20% admission rate.

Why not? There are plenty of students applying to schools with 10% or below chances. One thing is sure that if you do not apply, you would not be admitted. Of course, if you have a tight budget, you should limit the number of reach schools on the list.
