Biology and BME are both capped majors at UCSD so you want to pick one capped major and for the alternate major an uncapped major or you may not get into any major. Same is true for UCD where Biology and BME are both impacted majors.

If your major is impacted (biomedical engineering often is; biology sometimes is), admission will be more difficult than general admission to the campus.

I was also wondering where I can find the list of majors that are capped or impacted for each UC? I am especially interested in the list for UCI.
Impacted majors typically are those which are difficult to change into (e.g. high college GPA needed).
UCI has handy tables for changing majors: http://www.changeofmajor.uci.edu/ . Those where the grade or GPA requirement is higher than C or 2.00 should be assumed to be impacted.
Some schools report frosh admission thresholds by major. SJSU is an example: http://www.sjsu.edu/admissions/impaction/ .
