Below a UC GPA of 4.0, will make any Engineering a tough admit even with a stellar SAT score. Since Engineering majors are highly competitive at the UC’s, you want your stats to fall above the averages. UC’s tend to be very GPA focused so if your GPA is the only problem area in your application, you have a chance at all these schools but make sure you identify a few safety schools to add to your list.

with a sub 4 GPA, most of the UCs are unlikely. Your best shot will be UCR and UCM. There’s some subjectivity in UC admissions, since you have strong ECs and personal statements, apply to the others as well because, they could happen. Also apply to a couple of CSUs so you’ll have several options - SDSU and CPP would be at the top of my list

I think the previous two replies are being unrealistic, you will get into more than UCM and UCR, you have a near perfect SAT and as long as your grades are consistent you should get into the others except maybe UCB and UCLA, they are competitive like crazy
