30 ACT with 12/12 writing
3.5 unweighted (3.9 weighted) I switched high schools after sophomore year so my grades are a little bit different
3 Years Varsity Soccer
A summer spent abroad studying mandarin at Capital Normal University in Beijing
5-6 Different Charity Volunteering gigs (8 hrs month)
I’m applying to:

I’ll only speak for GWU since I’m a current student who has assisted with the admissions office previously. I’d merely be googling every other school.
Your ACT is good, but GWU really doesn’t care about it that much anymore. Your GPA is way more important, and unfortunately for you, your GPA is on the low side. Furthermore if those truly are all of your EC’s, then you’re likely a denial. I’ll assume you’ve done more than a single sport, charity, and study abroad. In that case you’re a borderline candidate, and it could swing either way based on little things like your major, state, ethnicity, whether or not you’ve reached out to an admissions officer and toured, or even gender.
Furthermore, admissions can be more or less competitive dependent on what school you apply to.

Would it help my case at all that I transferred schools after moving and was a weighted 4.6 during junior year when I was in public school and was allowed to take more AP’s? I was a 3.6 weighted at a difficult private school before I moved.
It potentially could! GW compares your transcript directly with other people who have applied from your school in order to directly compare you. This way they can compare what the typical course load is, whether or not straight A’s is common, how difficult the curriculum is, etc.
So if you’re not the only one with (relatively) lower marks at your private school, that will be noted and can be a mitigating factor when it comes to GPA
In all likelihood no. You’re grades are compared to other students from your school, but your “interest” would only be taken into consideration independently later down the pipeline.
