I have a 3.918 GPA with a 4.0 grading scale and no weighted classes. I am a senior in Ohio, and I have a 21 on the ACT and I am very involved with the school and community. Do I have a decent chance of getting into OSU?

Can you dunk a basketball or shoot the 3? Basketball team could use a lot of help right now. Football team needs less help though. Based on the Iowa game, how is your man-to-man coverage?
It is very hard to tell. You have a big disconnect between your ACT score and your GPA. When I looked at Naviance for a large OH HS (~225 app/year), I can’t find anyone with your mix that applied at THE Ohio State University. Have you considered taking the Dec 2nd SAT exam?

Try and retake, study and you can most likely raise your score. Collegeboard has free full length SAT practice tests online. You can prep with Khanacademy.
If you cannot get into tOSU as a freshman, then maybe a branch campus or a community college with guaranteed transfer pathway to tOSU.
I would say your a bit of a stretch since your ACT is so low. Good luck!
