Chances for a community college transfer?

I'm currently in my sophomore year at a community college and am hoping to transfer after this spring. I got my UC apps in, but with the budget cuts, I'm nervous and hoping to apply to a few private schools as well.

GPA: 3.81 (may go down to 3.6ish after this semester, but can be explained)
Intended major: German (4.0 major GPA)
Semester units completed: 58
In progress: 24
Planned (spring): 20

I think my extra curriculars are decent - I'm involved in several clubs and an officer in 3. I also have nearly 600 hours of community service at a local hospital.

All my college units are considered UC transferrable, so I assume most other universities will recognize them as well. That said, there are some I am willing to leave behind if the new school won't accept them or has a cap on transferrable units (as most seem to).

If high school stuff is relevant:
GPA 2.9ish (can be explained)
SAT 1: reading 800/math 650/essay 750
AP: European history-3, Government-5

I'm thinking of applying to the following; please let me know if I have a chance or I'm just wasting time and $$ on the applications:
University of Pennsylvania
Columbia *
Barnard *
American University *
University of Chicago
Bryn Mawr
Northwestern University
* - may qualify as a legacy student

Hello? Please?

barnard is a reach and besides the ucs im sorry to tell u u have very little chance of getting in

Don’t be sorry, I’m asking in hopes of a realistic answer. Like I said, I don’t want to waste hundreds of dollars applying to places I don’t have a chance at.

The one thing I’m curious about is your comment on the UC’s, as from what I’ve been hearing, the UC’s are incredibly competitve this year b/c of the budget cuts, and at least in the case of UCLA, may be more competitive than highly ranked private schools.
