Chances for a friend's son

Since I always chance everybody else, I wonder if you could help me out with chancing the son of a work associate--who I already did, but I'd like others' opinions.

They are only interested in chances at the University of California campuses:

UC GPA 3.18--this is the adjusted score using the 8 honors courses rule--overall the student took 8 semesters of IB courses in his junior year and will take 4 semester of IB courses in senior year.
SAT I scores (best single sitting): 580CR/650M/580W
SAT II scores--Math IIC: 620, U.S. History: 580

ECs: Captain of school's soccer team--which finished among the top eight in the state
Did 300 hours of volunteer work on environmental causes
Secretary/Treasurer of Interact Club
Worked 15 hours/week during the school year doing tax filing for a small business

Also, I've read his planned essay--which I consider good to excellent.

Any opinions for this student would be much appreciated.

His GPA is really low for any of the UC's, even Riverside's average GPA is above a 3.5. His SAT score is pretty low too. I would say Riverside is a match and the rest of the UC's will probably be reaches, except Merced, but i am not familiar with Merced's admissiosn policies.

Calcruzer:

Assuming your friend's son is a California resident,
UCB/UCLA: Super Reach
UCSD: Reach
UCI/UCSB/UCD: Slight Reach
UCSC/UCR/UCM: Match

Ouch...
UC Berkeley and UCLA will be extremely difficult indeed.
UC San Diego will be difficult as well.

I've visited both Berkeley and LA and both campuses are quite impressive. If the other UCs look like that, I'm sure he will enjoy his time there.
