Do I have a chance of being accepted to Florida State University as a transfer student coming from out of state?

My situation:

I'm currently a sophomore at the University of Texas at Arlington. I am an art student with a concentration in film. I am in a terrible program and want out. I will be applying to Florida State as either a Motion Picture or Media Production Major. I am going to apply as soon as possible, and most likely for the summer, as I think that would give me a better chance of admission.

Grades:

SAT: 1650 - 630 Math, 540 Verb, 480 Writing
College GPA: 3.08
Breakdown: 1st Semester 2.75
English B, Statistics C, Drawing C, 2D Design A
2nd Semester 3.40
English A, Advertising A, US Gov B, Film B, US History B
3rd Semester 3.00
TX Gov B, Business B, Communication B, Digital Design B

High School GPA: 3.66 (387 of 844)
Extra Curricular include: HS football all 4 years; and Student Film and Video Organization at UTA among others.

Can someone tell me their opinion on my chances of being accepted and anything I can do to improve them (perhaps writing an essay explaining my interest in going to FSU)

Also as a Film or Communication Major feel free to give me any advice about other schools with strong programs I'd have a better chance of being accepted, given my situation.
