chances for international students with full tuition

At many CSUs, majors are impacted - meaning that you have to be admitted to the university, then to the major, and there’s a threshold one needs to pass in order to get that major. CS’s threshold at SJSU is VERY high. CSE is very high too but less so than CS, and math is accessible.

OP needs financial aid so San Jose and Cal Poly, as public State funded schools, will not give a penny to the OP.

How about Santa Clara? As a private they may look at your Gpa, sat math and full pay and let you in. It has good cs but super expensive. Agree Sjsu will be too difficult for cs.
U mass Amhurst would be another choice.

Pace U is a school in NYC you might get some $20K merit scholarship even you are international bring down the price to around $30K/year. It is not highly ranked, but has a strong IT/CS department

It’s a tier 2 school meaning, not the highest-ranked, but could be worse. However, many people really hate Las Vegas as a place to live, and you should really read up about life there before you choose to go there.

UNLV is not a good school for an international - if possible, you should choose a residential campus where most students live on campus or in student apartments near campus, not a commuter school. As an international, the residential life will be essential to your integration into the community. In addition, Las Vegas would not be a fun city to live in (and if you’re into gambling, it’d feed your addiction.) Look for “college towns” - there are tons of lists online.

Some colleges are test-optional.

There’s also RIT. They take late bloomers and give kids second chances.
