Double legacy will help but those test scores will make it very hard to get acceptance at UVA OOS. Looking for 2100+ / 31+ to have a fighting shot as OOS.

legacy means you are put in the in state pool. in state EA acceptance rate for uva is 42%. naviance says that kids from my school (in state, fairfax county, very competitive) usually are accepted with a 4.06 and an 1860.

Your grades are great for UVA, but obviously you realize your schools need work to have a shot at UVA. Since you’re in the legacy pool, I’d say 1900 would be enough, but just to be safe, shoot for over 2000 to make UVA a low match/safety.
