Chances of Transferring?

I was just wondering what people think of my chances of getting into UW Madison as a transfer.

Spent first year at UW-Eau Claire
College GPA 3.3 (First semester went 2.98 as a I started as a music major, changed majors after and took more GE classes second semester and got a 3.65)
2 semesters of Japanese which I aced. Also getting Letter of Recommendation from Japanese Professor
Highschool GPA 3.217 (2.6 freshman year, but a steady incline with 3.6 senior year, mostly AP classes and honors classes)
ACT: 29
Leadership in Band, choir, and student council.
Involvement in non-profit arts organization

Edit:
Almost forgot, I have been a resident of Wisconsin all my life. I heard that being a resident makes a difference.

About 50-50 or 60-40 in your favor. Have room for more transfers but still picky. HS record not important. Grades now are.

Your college record counts now. Worth your while to apply. Be sure you know what path you want to follow at UW-Madison. That is, figure out why you want to change schools- have a major in mind.
