<p>I hope being african american will help me alot...even though that might sound greedy</p>

<p>SAT and GPA are within range, nice list of EC's, but being out-of-state is a big hurdle. also, UC's don't practice affirmative action (also known as "color-blind" admissions) so being african-american won't be of any help. just a heads up, UC's also don't look at freshman year GPA.</p>

<p>Reach/Slight reach. I do not think the GPA is within range. A 3.7 UW with fully weighted UC cap translates to 3.96~4.04.
Nice EC's. By the way, Who's Who Among American High School Students don't help.</p>
