change of major from civil E to EECS

I am a civil E major (got into berkeley as a freshman civil E major), and am looking forward to change into EECS.
I just finished my fourth semester in Berkeley.
I am currently taking CS 61c and EE 40 so that I will have taken CS 61ABC and EE 40 before the fifth semester begins. If I do change, without pressure I am able to graduate in 8 semesters.

However, I heard that you cannot change your major after your junior year began; I also heard that you must have completed four of the core courses before fourth semester ends. Apparently I only completed two of them before the fourth ended, although will have completed four before the fifth begins. If these are right, then is there no way to change?

If there is still possibility, how hard is it to get in? I am not sure based on what criteria the decision is made... for one thing, my gpa is 3.96 overall. Any idea about the chance?

PS I cannot contact my advisor bc it's summer; I want to get this issue resolved ASAP so that I can be wise in choosing what to take next semester.

This is a very good sign if you have taken some EECS courses.

I am going to warn that you should talk to suitable advisors at the engineering main office though, because they tend to be picky - CC is a great place for a lot of info, just don’t rely on them for this.

^ lol there have been a ton of threads about someone being on one engineering and wanting to switch into EECS, one of those threads by me lol, and all of them receive the same kinds of responses like EECS is so tough you need a 3.8+ to have a chance at transferring and other responses similar to that. So I guess you stand a really good shot but I’ll be entering as a freshman this fall and thus I honestly don’t know.
