<p>No, not for COE you’re not undeclared unless you applied “engineering undeclared.”</p>
<p>The procedure to change major typically involves applying to the other major and being accepted, because technically in the COE you are admitted TO A MAJOR, not just to the college. I think MechE to EECS is probably harder than EECS to MechE, but hardly impossible if you’re doing well.</p>
