What exactly is the Permanent record. Does it exist?
And if it does, does cheating get recorded?
Also, do colleges see it?

By cheating, I assume you don’t mean that you have a juvenile court record of some sort - you are talking strictly about your high school record. Whether your specific instance of cheating was put on your ‘permanent record’ at the high school and whether colleges see it is up to your school and depends entirely how they choose to handle it. A one time indiscretion in 9th grade might get a miss from your guidance counselor. Selling the exam answer key last month might not. Talk to your guidance counselor to find out exactly what your specific situation is with reference to this episode and whether he or she plans to report it to your colleges. Note that colleges will ask if you have been suspended and you need to be truthful. Again, a one time, relatively minor infraction several years ago probably won’t hold you back even if it’s on your ‘permanent’ record so long as you are up front about it and why the school can be confident that it won’t happen again.
