A student got caught by a cheating and the student got 0 on the test with the cheating.
Although the student got F on the subject, the student got accepted from another university. But the university does not know about the incident yet.

For that case, does the dishonesty history of the student affect transfer admission?

Yes, schools do take into account the history and disciplinary actions. In fact one of the questions on the application usually asks about disciplinary issues. The answer to your second question is also yes. If a student hides such a history, he/she is subject to dismissal if it is found out.

But if the professor didn’t actually report it the dean, then there will be no record of it, other than him getting an F. In that case he probably doesn’t have to report it.
