College officials Report: Who writes the paragraph rec?

Hey guys,
I got my college officials report filled out by the dean of students. She filled out my GPA, ranking, disciplinary, etc. But the one thing she did not fill out was the little prompt asking to "please evaluate whatever you think is important about this student."

Should this be my advisor's to fill out?

Thanks again.

Some schools say that as long as they have access to your disciplinary record and transcript, your adviser can fill out the whole form. Since she filled out the rest of the form, I would go back and maybe see if the dean would fill out the last paragraph..the point of the recommendation, I think, is for the adviser/dean to look at your transcript/disciplinary record and say something like "Good student in good standing..Is involved on campus, takes hard classes..I recommend him". When I called Cornell and asked about this, they said that it's O.K. if your dean/adviser doesn't know you well, but it can be helpful if they do.
