<p>It’s common to request registrar office to give you a good standing certificate along with your official report. And you can just find a advisor(if you cannot find dean) to fill out the rest of your official report. The universities that you are applying just care if you are at good standing and in good disciplinary from your college official report.</p>
<p>The problem many of us are finding is that advisors are irresponsible, dont get any paperwork done, etc. </p>
<p>You can not “find” an advisor. You are assigned one. </p>
<p>The question is – can you just give form to deans office or registrar if your advisor never does squat.</p>

Yes you can give the form to deans office or registrar office. It took them around a week to finish and send the forms in my current university. Usually, the registrar office will show the good standing and dean’s office show the disciplinary proof.</p>
