<p>What, exactly, do you mean by “conditional” green card? Is she just waiting for the physical card itself? Or is her application in process?</p>
<p>If she has a card in hand, not a problem. If card is in process and she does not have a card number to put on the apps then she is likely NOT to get US/perm resident status for college apps, unless the school has some special exception. There are some exceptions out there, so she should ask the schools outright as things change regularly and schools have different rules and those rules can change as well.</p>
<p>CONTACT the school and explain the possible time lines and how it may or may not affect the app process. Otherwise, only the less preferred non-perm resident option is usable. Why do that? Use common sense.</p>
