Cornell HEOP chances?

I am applying to Cornell CALS and I want to know my chances at the school THROUGH HEOP (NYS Program for financially and academically disadvantaged students).

Numbers:

-NEW SAT: 1420/1600 (680ERW, 740M)
-GPA: 90.50% (pretty reputable school in NYC though. There was only one 94 GPA person in my school and that person got into one of the “top tier Ivies”)
-Rigor: Most Rigorous (Several APs and Dual Enrollment courses)
-Rank: Doesn’t rank but probably around top 30% (A lot of competitive students)
-SAT 2: TAKING IT IN JANUARY but CALS doesn’t even require it

*Also, my health problems affected my GPA so should I mention this on my application?

you have a good chance. I have similar stats, 1440 and 93.

Your odds are good, but remember it only means 40% vs 15% - with schools that selective your odds of rejection are always greater than those of admission.
