So I met the conditions of my offer at a university outside the US, and will now be forfeiting my place at Cornell. Do I just email admissions? What else do I tell them? Should I mention the name of the university I'm planning to enroll in?

do you mean you already accepted them and now you want to back out? call or something.

Yeah, I would probably call the admissions office and explain that you’re forfeiting yuor acceptance. They’ll ask you for any additional info they need.

I’ve sent them an e-mail but they’re probably too swamped to see it. I’ll call first thing in the morning (Today’s Sunday).

Just out of curiosity, would my place go to someone on the waitlist?

Colleges already take into account “summer melt”, the phenomenon where enrolled students change their minds, to go to another college, take a gap year etc. If the number of students is reduced significantly, then schools might go to the WL. But for most colleges, there isn’t a one-to-one correspondence. One fewer student isn’t that big a deal that would cause the college to immediately have to admit from the wait-list.
