Did worse on my ACT retake....?

Hey everyone,

I took my first ACT in December and got a 28 without studying. (33 English, 30 Reading, 26 Science, 22 Math)
I wanted to get a 30 so I retook the test in June and dropped to a 27. (31 English, 31 Reading, 23 Science, 24 Math)

I can't believe I dropped this much and it's really discouraging. Does this look bad when applying to colleges?
Has any of you dropped on your retake?
Do you think I should take it a third time?
Also, my choice school is the University of Wisconsin-Madison.... do you think a 27 or 28 is good enough to get into that school?
Thanks

Unless you did substantial prep before the second sitting, six months doesn’t make that much difference. There’s as much chance you’d score lower as there is that you’d score higher.

How it looks depends on the university and:

Where your scores are relative to the scores of accepted students.

Whether they permit score choice.

Here’s UW-Ms CDS:

But remember that those are combined IS and OOS students.
