Do colleges do financial aid for students who get denied from the college?

My title may be a little confusing but I’m asking because a Case Western admissions person emailed me saying that my CSS and FASFA had some differences numbers wise and asked me to confirm them, so I did. But this got me thinking does that mean I got accepted? Why would they work out financial aid for students who get denied, but also I know how much you can pay for a college does matter in admissions, so does anyone know? Admission decisions come out tomorrow so I’ll find out for sure soon.
