Do I have a shot at ED as legacy and URM?

I know my scores aren’t the best for NU:

SAT: 2010 (640 CR, 660 M, 710 W) - although retaking it in October
IB Predicted 39/45

My ECs are pretty average, nothing out of the ordinary. But do you think as a legacy and URM (international though, living in Hong Kong) I have a decent shot? Thanks!
