Do I have any chance?

Hello, I was wondering if someone could tell me I have a chance of getting a college prep scholarship from questbridge.
My gpa is a 99.37/100 (weighted)
my rank is 21/231
I have only taken the SAT once, I got a 1710, I plan on taking them 2 more times. I plan on taking the ACTs soon as well.
I got a 5 on my AP psych test, 5 in human geography.
Also I am currently taking: AP US History, AP Physics, AP Calc AB
My extracurricular include Varsity Cross Country and Track and Field (every year), environmental club, interact club, NHS, student government, also I am the class secretary, Mock Trial.

Some extra information: I came to America when I was 2 months, neither of my parents have completed high school so I would be a first generation. Income is less than $40,000.

Raising your test scores on your second try will help you. Practicing a lot really made a huge difference in scores for my son.
