Do I have to send both ACT scores and SAT scores?

I know they want all scores but for some schools, but sometimes it means that if you send one SAT score- you have to send all SAT scores, but not ACT scores necessarily…likewise, if you send one ACT score, you need to send all ACT sittings.

So how does Penn’s policy work?
