I live in India and speak both English and Hindi... infact, i prefer English to Hindi but still had to take the TOEFL.
It's probably required depending on your country of residence/citizenship. It's easy as hell so I won't really worry about it.

the colleges dont really take your toefl score into account
they just make you take it in order to make sure you're gonna understand wht the professors are saying in class and be able to write stuff in english. i would say a TOEFL CBT score of 270 + is more than enough and very easy to get

u can substitute your sat 1 verbal scores if they r above 700 for the toefl at most schools, incase u dont wanna spend 3 hours in front of a computer and take a test like this:

Yeah, i did nothing to prepare for TOEFL and still got a 290/300... the only place i lost marks was because of the listening section where my concentration wavered and i missed some stuff....

i really wouldn't fret... if you have high SAT I verbal marks it isn't really required... but if spending the registration fee isn't a problem i suggest you give it, because it honestly is very easy.... FAR far easier than the SAT I verbal... there's no comparison....
