<p>Most unis will waive your TOEFL (in case you are not a native speaker and haven't studied English for 4 or more years from present) as far as your SAT CR is 600/650+...(This is a general statement..better check out the respective uni's site!)..</p>

<p>The question is not whether you have studied English for 4 years (I studied it since 3rd grade...) but whether English has been the primary language of instruction for 4 years (you know, having math and history and economics in English). In the latter case you generally (there might be a few exceptions but I am not aware of any) don't need to take the TOEFL regardless of your SAT scores.</p>
